The plain truth: the "free" options cost you nothing because you can't use them. A working number for under $2 a month beats a free one that doesn't exist.
To register WhatsApp Business — or to pass an OTP check on any US-only service — you need a number that can receive the verification code. Meta and other services send it by SMS, and it has to land somewhere you can read it. Meta does the verifying; the number just has to catch the code.
